Bosco Ntaganda's Surrender: What Must Be Different This Time The International Criminal Court (ICC) has taken into custody war crimes suspect Bosco Ntaganda. The U.S. Department of State confirmed on Monday, March 18th that the Rwandan native, wanted by the ICC on seven counts of war crimes and three counts of crimes against humanity, turned himself in to the U.S. Embassy in Kigali, Rwanda, and asked to be sent to the ICC.
